"Cease dependence on mass instpection. American firms typically inspect a product as it comes off the line .... Defective parts are either thrown out or reworked. In effect a company is paying workers to make defects and to correct them. Quality comes not from inspection [at the end of the line] but improvement of the process."
(Deming quoted by Mary Walton, Deming Management at Work, pp. 34-35.)

Publications
Since 1984 FairPlay has been publishing material relating to quality and education.
In 1998, we published our keystone book by Dr. James A. Hills, titled:
Total Quality Management in the Classroom: Blue-Ribbon Standards for Education.
In this book, Dr. Hills explains how to integrate quality management concepts with Bloom's cognitive taxonomy in order to harness the power of both. He shows how to develop a quality control sheet for nearly any academic subject, and how to use rubrics to integrate subject matter. He provides a glossary of over 50 terms relating to this wedding of concepts.
Step by step he explains Bloom's cognitive taxonomy, providing anecdotes for each level. He provides charts and tables as ready reference for teachers. He cross-references every term in the glossary to where it is used in the book.
To supplement FairPlay's keystone book, we have published two "how to" papers by Dr. Hills:
FP 706: "Harnessing the Power of Bloom and Deming for Education" (20 pages, 2001). This paper provides the background and theory for developing rubrics and control sheets for teaching and learning. This would be useful for any teacher of any academic subject.
FP 707 " Developing a Quality Control Sheet for Mastery Learning" (12 pages, 2002)
This document proves useful as a "how to" paper for teachers of basic writing skills for grades 8
through 14. It shows
How to combine rubrics to form a control sheet.
How to operate a help desk.
How to convert quality managed scores to traditional grades.
Services
We help teachers and directors of curriculum develop the control sheets and rubrics necessary to integrate the concepts of Bloom and Deming. We provide initial workshops followed by one -on-one guidance for this purpose. Once we have Bloom and Deming established, we then help schools and teachers integrate writing and math into the mainstream curriculum.
