In the past several centuries, these moments of change came more often. The danger inherent in these rapid shifts was that they threatened to tear apart the world. For humanity was no longer protected by distance and insular cultures, so that the upheaval of one land barely affected another. Now anything that would alter the destiny of any one land or people could impact the entire world.
Hidden forces rode these waves of change, some fighting to create them, others to resist them, and most to hide their struggles from unknowing humanity. Behind this veil of secrets they defied the impossible, wielding magic as weapon and tool. A few, combinations of animal and man, were born to their power. Others suffered a curse that was also a gift, remade into predators who stalked the night.
And there were the ones who worked their will on reality itself. Even in small numbers, no more than a few thousand, their actions had untold influence on the course of humanity’s fate. Where the willworkers went, so did the fate of the world.
They warred with each other. The willworkers fought over philosophy and destiny and divided into two primary factions, who by turns spilled blood, ignored each other, and undid one another’s works. Their battles and great deeds culminated in overall stagnation. Some believed this stagnation was preferable to chaos, that if they could not have a perfect future then they would at least have on that was predictable and safe.
Magic is not about stagnation, but chaos. The dreams of the world are best expressed through dynamic inspiration. As the factions battled into a standstill, they allowed reality to grow more static, to let dreams stagnate.
Magic began to fade. And with it faded the greatest possibilities of humanity’s future. A few visionaries saw what was happening, and realized they could not let it happen.
They shattered the world. They let chaos return, but found ways to ride the wave of change, not be overwhelmed by it. As with them, so did humanity find strength and hope in the storm of possibility.
Their deeds were terrible and heroic.
And they changed the world.

You have been recruited to join one of the Circle’s new Hazard Squads.
Your mission profiles are flexible, varied, and among the most unusual handled
by the Moebius Circle. To that end, this Database will help you navigate the
world, both normal and paranormal, and perhaps even other planets or dimensions.
Before delving into the data, there are a few basic questions to answer.
What is the Moebius Circle?
The Circle is the organizing body of those beings who study, work with, or are themselves paranormal forces. The Circle brings together old enemies and allies alike, giving them equal voice and finding the best use for their abilities.
The Moebius Circle is composed of every conceivable kind of paranormal being, including but not limited to linear mages, psychics, shapeshifters, vampires and willworkers.
What is the Operations Branch?
A paranormal being has abilities not shared by most of humanity. These gifts come with a price. Sometimes that price takes the form of a constant hunger, or in how reality reacts to being sculpted by will. But there is a deeper price, one that affects us all equally.
Those with power are responsible for how they use it. Using it poorly causes pain, devastation, and suffering. Using it well makes the world a better place. The Moebius Circle is committed to improving the world, and stopping those who would use power to destroy.
That sounds like a simple philosophy. Yet it is not an easy one to follow, nor is the goal easy to achieve. A million obstacles stand between humanity and the future. That is why there is the Operations Branch.
The Operations Branch is the hand of the Moebius Circle. Operations agents are called on to fulfill the promises of the Circle, to discover problems as they arise, to find solutions, and to help those in need.
What is a Hazard Squad?
As long as there have been paranormal beings, they have found themselves called on to explore the unknown and deal with problems outside normal human experience. The Moebius Circle was founded by individuals who have met this challenge time and again.
As the role of the Moebius Circle continues to evolve, it has found a need to better direct the efforts of its members. We have a greater purpose than merely ferreting out the next problem and dealing with it, but we cannot ignore this part of who and what we are.
A Hazard Squad is a recent innovation which merely creates a better structure and support for those paranormals who are drawn to dealing with crises and mysteries. Hazard Squads are the agents of the Operations Branch devoted to finding and solving problems wherever they might be discovered. Their role is proactive rather than defensive, and often they have special needs and support requirements.
The word "hazard" does not just mean to brave dangers, but also to risk looking into something or to offer a solution for a question. In a nutshell, this is the mission of a Hazard Squad.
